Imagine one of your family members suddenly needs surgery, or needs immediate medical treatment for some severe disease, and the hospital bills run into above lakh of rupees.
For most middle class and low-income families ,that one bill can wipe out years of savings. This is exactly the gap the Mukhyamantri Swasthya Bima Yojana (MMSBY) can cover and will give to the citizens of west bengal.
It is a health protection scheme introduced by the government of west bengal for the eligible residents of west bengal. The scheme is designed to provide the cashless health coverage of up to 5lakh per family per year. So the families who don’t fall under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), can apply for Mukhyamantri Swasthya Bima Yojana (MMSBY).
I will provide you the step by step guide on how to apply online, who can apply, what documents are required etc,so stay tuned.
Before that, please be aware that Mukhyamantri Swasthya Bima Yojana (MMSBY) is not automatically available just because you hold an old Swasthya Sathi card.
According to the official beneficiary FAQ issued for AB-PMJAY and MMSBY,the eligibility depends on the specific conditions notified by the Government of West Bengal. Just having a Swasthya Sathi card does not guarantee MMSBY coverage ,you need to check and confirm your eligibility through the proper channel.
The Ayushman Bharat card and Mukhyamantri Swasthya Bima Yojana card’s benefits are kind of the same, both are covered by Rs.5 lakh of health coverage.

Mukhyamantri Swasthya Bima Yojana

Objectives of Mukhyamantri Swasthya Bima Yojana:
- Ayshman Bhart /PM-JAY eligibility is based on a national/state beneficiary database,so not every citizen qualifies for it. The West Bengal government found the gaps and announced Mukhyamantri Swasthya Bima Yojana.
- The government uses the Swastha sathi framework for Mukhyamantri Swasthya Bima Yojana rather than starting from scratch.
- Eligible beneficiaries can access treatment at hospitals empanelled under this scheme, subject to the approved package list.
Benefits of Mukhyamantri Swasthya Bima Yojana:
- Cashless treatment up to ₹5 lakh per family, per year
- No restriction on family size
- Treatment through empanelled hospitals
- Coverage as per approved treatment packages

Eligibility Criteria:
- Ensure you are a resident of West Bengal.
- If you think you just have a Swasthya Sathi card and you are eligible for this scheme, Eligibility depends on conditions specifically notified by the Government of West Bengal.
- If you already have a Swasthya Sathi card but are not eligible for Ayushman Bharat AB-PMJAY, you should check whether you fall within the Mukhyamantri Swasthya Bima Yojana MMSBY for West Bengal.
- If you don’t have the Swasthya Sathi card and are not enrolled under Ayushman Bharat AB-PMJAY, you do not automatically get Mukhyamantri Swasthya Bima Yojana MMSBY benefits.
Note: Because the government notification on final MMSBY eligibility criteria is still being clarified in parts, please do not rely solely on this article or any third-party website to confirm your eligibility. Verify your status through the official West Bengal PM-JAY eligibility portal (pmjay-sha.wb.gov.in) or an authorised enrolment point.

How to Check Eligibility / Apply for Mukhyamantri Swasthya Bima Yojana(MMSBY)
As you know MMSBY works through the beneficiary verification system linked to Swasthya Sathi and AB-PMJAY, here is the general process based on official guidance:
- Check your Ayushman Bharat-PMJAY status first,Visit the official West Bengal PM-JAY eligibility portal at pmjay-sha.wb.gov.in to see if you are already covered under AB-PMJAY.
- If you are not eligible for Ayushman Bharat-PMJAY, check whether you qualify for Mukhyamantri Swasthya Bima Yojana-MMSBY under the state’s notified conditions. Keep your Swasthya Sathi details card ready.
- Visit an authorised verification point. This can be a Common Service Centre (CSC), an Ayushman Arogya Mandir /authorised enrolment point, an Ayushman Mitra at an empanelled hospital, or a government camp such as Duare Sarkar.
- Complete Aadhaar based e-KYC.
- Get your beneficiary record confirmed. Once verified and found eligible, your card details will be updated in the system for use at empanelled hospitals.
Caution:Because the government has clarified that MMSBY enrolment should follow the latest official notification, avoid using unofficial “apply online” links that are not hosted on a government domain.

How to Check Your Status
- Visit the official West Bengal PM-JAY eligibility portal: pmjay-sha.wb.gov.in
- Alternatively, approach the help desk/Ayushman Mitra at an empanelled hospital, who can check your beneficiary record directly in the system.

Switching from Swasthya Sathi to AB-PMJAY/MMSBY: What to Know
- Your Swasthya Sathi card should not be assumed to continue authorising treatment once it has been deactivated or “hotlisted” in the system but you should also not destroy it unless told to.
- Unused Swasthya Sathi balance is not automatically transferred to your new AB-PMJAY or MMSBY card.
- If a hospitalisation was already approved (pre-authorised) under Swasthya Sathi before your transition, the hospital should not simply cancel that case it should follow the applicable transition instructions.
- If your Swasthya Sathi card is hotlisted and your new status is not yet verified, ask the hospital’s help desk/Ayushman Mitra to check your record directly and escalate through the official grievance mechanism if needed.

Frequently Asked Questions (FAQ)
Who can apply for MMSBY?
Holding a Swasthya Sathi card alone does not guarantee eligibility; it must be confirmed through official verification.
Is MMSBY the same as Swasthya Sathi?
No. They are related but separate. Swasthya Sathi is the state’s earlier health scheme, while MMSBY is the newer state protection scheme intended for residents who remain outside AB-PMJAY coverage.
Is there any application fee for MMSBY?
MMSBY is a free government sponsored scheme.
Can I use both AB-PMJAY and MMSBY for the same treatment?
You should not assume this. These two schemes are separate.
If I already have an AB-PMJAY card, should I also apply for MMSBY?
Generally, MMSBY is meant for people outside AB-PMJAY coverage. If you’re already eligible under AB-PMJAY, use and verify that entitlement first rather than assuming a separate MMSBY benefit applies to you.
Is every treatment covered under MMSBY?
No. Only treatments within the approved package list are covered. Having a card does not mean every medical service is automatically free — items outside the approved package may still require payment.
Can I use MMSBY outside West Bengal?
MMSBY is described as having national portability provisions, similar to AB-PMJAY, subject to the applicable rules and the treatment being available at a participating empanelled hospital.
Since the scheme’s final rules are still being clarified, keep checking official updates so you don’t miss out on coverage you may be entitled to.
